York County Council Approves First Reading Related to Project Palmetto Rock
Company to Share Additional Information During June 29 Public Hearing

 
YORK COUNTY, SC – York County Council approved first reading of incentives related to Project Palmetto Rock during its meeting on June 15, 2026.

Project Palmetto Rock is a proposal by a global biopharmaceutical company to establish a corporate headquarters and advanced healthcare manufacturing campus at Palmetto Research Park in Rock Hill. The proposed project includes approximately $1.5 billion in investment and more than 1,200 jobs.

The proposed site is located within Palmetto Research Park in Rock Hill, along Interstate 77 off Exit 81 and positioned between the Charlotte and Columbia markets.

The site under consideration is separate from the recently announced project with Novant Health but also located within Palmetto Research Park.

First reading is one step in the public approval process.

A special called public hearing and second reading are scheduled for June 29 at 6:00 p.m. at the York County Government Center, located at 6 South Congress Street in York.

The purpose of the public hearing is to provide residents with an opportunity to learn more about the proposed project, hear directly from the company, and provide comments before County Council considers further action.

At the June 29 public hearing, the company will publicly identify itself and share additional information about its plans for York County.

Additional readings will be required before any final action is taken.

Residents will have additional opportunities to learn more about Project Palmetto Rock as it moves through the public approval process, including during the June 29 public hearing. Additional information will continue to be shared as it becomes available through that process.
