Eduardo Venegas

Eduardo brings more than a decade of experience in economic development to his role as Deputy Director for York County Economic Development. His background spans small business strategy, business recruitment, and workforce alignment across municipal, regional, and higher education settings. Eduardo focuses on strengthening the county’s entrepreneurial ecosystem while advancing coordinated growth that supports long-term economic competitiveness. 

Prior to joining York County Economic Development, Eduardo served as Economic Development Specialist for the City of Rock Hill, where he led initiatives supporting entrepreneurship, placemaking, and strengthening the local business environment. He helped launch Student-Made Rock Hill in partnership with Winthrop University and contributed to the #ShopRockHill campaign and other efforts designed to strengthen local businesses and public spaces.

Previously, Eduardo served as Business Recruitment Manager for the Charlotte Regional Business Alliance, representing the 14-county Charlotte Region in domestic and international markets. He also worked at York Technical College and with the South Carolina Small Business Development Center, supporting entrepreneurs and employers with growth and workforce strategies.

Fluent in Spanish and English, and conversational in Portuguese, Eduardo brings both regional and international perspective to his work. Originally from Costa Rica, he launched his first business at age 18, an  experience that continues to shape his commitment to innovation, opportunity and long-term economic growth.
